Answer 1 :
Are you American? If so I suggest purchasing it before. Electronics are super cheap in America and the Dollar is not doing very well against the Yen at the moment.
Answer 2 :
Unless you're from the UK or somewhere, it would be better to get it before - unless you are quite fluent in Japanese if you get it with the Japanese OS you will have trouble reading all the messages it puts out. If you get a laptop with an English OS in Japan it is all that more higher. Plus the dollar is so weak it is more economical to bring it with you. These days you won't have any problem writing in Japanese on your English OS computer anyway. Lastly, while infrequent there are a few rare cases where if you get a Japanese OS machine and you install some English software something doesn't mix right and it won't run well. If that happens sometimes there is a Japanese language equivalent but not always.
Answer 3 :
Before. That way you won't have to worry about the warranty. Most computers sold in Japan are set up for a Japanese user.
Answer 4 :
It depends on your plan. If you stay in Japan just for months and go back after that, better to buy it beforehand. But if you stay in Japan for years, better to buy it in Japan
