Is technology really cheap in Japan? Where is the cheapest second electronic shop in Tokyo?
I am going to Japan and wanna buy a lot of tech. stuff. IPhone, Laptop etc..

No, it's not. In some cases it's actually higher. Many electronics are made in China, Thailand and Indonesia. Even many Nikon's are no longer made in Japan. It's just a myth that such things are cheap there. Or even cheaper. A lap top may not be a good idea as it is designed for a Japanese user. Depending on how much you buy, you would have to pay export duties on the items. You're better off buying electronics here unless they are unavailable here.

It depends on what you mean. If you are coming from North America, the electronic prices are not cheap. If you are coming from Europe (higher VAT) then prices in Japan are comparable. However they are not "really" cheap. The advantage of Japan is the higher number of selections you can choose from.

When it comes to really cheap technology, you get what you pay for. Meaning if you DO find something at an unbelievable price, it's most likely a cheap under performing knock off. The USA is probably the best place for good deals on technology.

With the yen at a killer high right now, tech goods are certainly not cheap. And as said, many items are now built abroad...with some exceptions for new high end stuff. You can probably find it cheaper where you are. New York and Singapore have some of the best prices anywhere. Plus if you get it in Japan, the manual will be in Japanese and there may be no English version, and the warranty is often useless once you board your plane back home. It would be better if you'll just buy from your home country since Yen is stronger than many currencies. But if you insist in buying here in Japan specifically in Tokyo, visit Akihabara district in Chiyoda-ku. There are many shops that sell second hand gadgets their. I bought a lap top there when I visited Tokyo
