E-mail him prior to your leaving the states. Agree to meet at the world's largest Hello Kitty at the Hello Kitty store in Shinjuku at a certain time. In all seriousness, does your friend have a cell phone? Believe it or not, they still have plenty of pay phones in Japan. If you're around Korea-town, there's PC bangs (Literally translated as "PC room" is a Korean business where you can go and pay to use a computer) available. And yes, they do have them in Japan, I just came back a week ago from there. Hope this helps. Have fun!! Good luck and hope you get to meet up with your friend!!

Answer 3 :
they have many public phones, they are usually green color. But Its annoying to depend on public phones, but you have no other choice. I heard you can buy a rental phone at airports, but those things are very expensive than normal phones for talking each minute, and you have to pay like 10 dollars a day or 1 dollar per minute or something like that, I dont know to sure because I just use softbank and get free calls for 20 hours each day from 1 am to 9 pm,to other softbanks cool huh? and I have white plan and basic price is only 950 yen PER MONTH LOL and text message is just 1 yen, cool huh? \ anyways to answer your question , on the contrary you are quite f*cked because anyone without a proper long term visa in japan cannot aquire a phoneHAHAHAHHAA. Good luck sweety
Answer 4 :
I think you must stay at a hotel or so. So he can call your hotel or he can call yours. People used to live without cell phone or computer and meet in 20th century.
Answer 5 :
Rent a phone at Narita Airport. 200 yen per day ($2). Limit the amount of time you talk and you'll be fine
