I brought my laptop from USA to japan but now it shows most of the sites with a funny small horizonatal but most vertical plain lines, how can I convert it to japanese alphabet ?

If you are using Microsoft Internet Explorer, *Alt key* > view > encoding > more> "Japanese (Shift-JIS)
